Quick Facts

  • Developed tailored TSMO Program Plans and/or ITS Plans for five TxDOT districts, ranging from metro districts (Houston), urban districts (Bryan, Beaumont), and rural districts (Lufkin and Yoakum)

  • TSMO Plans include recommendations to improve workforce development, business practices, systems and technology, collaboration, and performance measurement to support, streamline, and institutionalize TSMO projects and practices

  • Engaging the district practice areas beyond the Operations section was an important part of this process

  • Continue working with several districts to help the implementation of the plan

Results

  • Educated districts (particularly outside the Operations section) about TSMO, framed the business case for TSMO in the district, and identified what the district already does that falls within the realm of TSMO

  • Final TSMO Program Plans include action items for implementation to improve TSMO capabilities with a focus on mobility and safety

  • ITS Master Plans include a prioritized project list of field devices or systems (e.g., signal upgrades, cameras)

Our Work

  • Led a team of five subconsultants to support TSMO Plan development including planning, programming, design, construction, operations, maintenance, and public involvement

  • Developed in-person (pre-COVID) and virtual (post-COVID) workshops to engage internal and external stakeholders

  • Held practice area meetings to document the current state of the practice for TSMO in each district

  • Held capability maturity workshops with internal and external stakeholders to review and identify future desired improvements

  • Developed recommended action items and ITS projects
