Sacramento Central City Parking Master Plan
DKS recently completed a the Central City Parking Master Plan for the City of Sacramento ensure that parking is supplied, maintained and operated in a way that supports the continued economic growth of the downtown while also promoting a livable community for downtown residents and supporting the regional commitment to Smart Growth policies. Following extensive data collection and review of current management methods, DKS formulated a set of eighty policy recommendations. Stakeholder meetings, focus group meetings, a public open house, a web site, newsletters and City Council meetings input were used to seek stakeholder and public input. Policies were formulated to ensure that new development generated enough parking to meet the needs of its uses, but without reducing incentives for use of transit or other alternative modes. Policies developed related to support of transit and Smart Growth principles including strategies for elimination of free parking, raising parking rates, setting time limits to reduce long-term use, allowing reduced parking linked with demand reduction strategies, unbundling parking costs from development costs and requirements for bicycle parking.

Plaza Falabella Santiago, Chile
DKS Associates was selected by the major department store chain in Chile to provide transportation services for the redevelopment of one of their urban shopping centers in central Santiago. The existing Megacenter development consists of a four level retail development served by an eight-level parking structure. The redevelopment plan includes upgraded and expanded retail space with a new office tower with a major reworking of the parking garage to achieve improved access and circulation. Working with the development architects and engineers, DKS developed new access ramps to and within the parking garage to obtain direct external access to more parking levels and a greater number of parking spaces. This revised access design achieved the objective of creating a user-friendly environment for patrons and employees

Morgan Hill Downtown Parking Management Plan
DKS is preparing a parking management plan for downtown Morgan Hill that analyzes existing and future on-street and off-street parking needs, policies for enforcement, employees, and revenue generation, and financial implications of various strategies. DKS also conducted a stakeholder roundtable discussion to elicit input from downtown business owners and the community at large. A key element of the Plan is the shared parking opportunities provided by TODs in a mixed-use downtown adjacent to a CalTrain/VTA Bus Station.

ULI Update of Shared Parking Study
DKS principals, Jerry Wentzel and Randy McCourt, were technical editors for the update to the Urban Land Institutes Share Parking report. This updated document (published in 2005) contains updated parking demand data for numerous land uses and provides a basis for estimating parking for mixed land use projects. New information regarding customer/employee/resident parking, time of year, time of week and time of day provide new tools for more accurately estimating share parking needs. The report includes a spreadsheet tool that was developed to aid users in assessing multiple shared parking scenarios rapidly.

C-TRAN Fishers Landing Park and Ride Transportation Analysis Update
DKS Associates analyzed the transportation impacts associated with Phase I and II of a proposed C-TRAN park and ride facility in Vancouver, Washington. Build-out of both phases of the facility includes over 1,000 parking stalls and some additional on-site development. The studies include analysis of intersection operation (both existing and future), parking supply/demand, site access and circulation, and pedestrian and bicycle facilities. Mitigation measures were identified to address potential problems.
